#1 Events-based actions needed

Please add 'match' function to possible actions function
list, with usage like that:

spam:match:rejectspam,!smtp1[,...other events]
spam:match:discard,smtp1[,...other events]

I.e. the function will be match(new action, event,
event, ...)

The reason is common detection rules set, but different
actions depending on different hosts. In current variant
it is possible only by duplication of whole rules set for
each host require different action. If you have ~300
rules, it is really painfull.
