If you pull the sources from CVS, you will get only Makefile.am
You might have examined a Makefile already configured for another
Try the following steps (on Cygwin) to build a .win32.zip package:
./autogen.sh # Builds Makefile.in from Makefile.am, configure from
./configure --build=mingw32 # Builds Makefile and config.h for win32
