Thanks. Unfortunately I forgot to add the '-d sat' to prevent the ATA 
IDENTIFY command.

Please retry:

# hdparm -y /dev/sda
# sleep 20
# hdparm --verbose -C /dev/sda
# smartctl -r ioctl,2 -d sat -n standby -i /dev/sda

and check whether this wakes up the drive.
