turns out that on SuSE9.1, localhost is represented as an IPv6 address
0:0:0 (more 0's) :0:1 , at least in the output of a connection refused call.
I've patched the tests that were looking for 184.108.40.206 in the error text
from a connection refused message. I do now know if this means that we
are running on IPv6 versus ipV4, but it is something to wonder about:
how IPv6 ready is the system?
