#1 Ability to set filters to all users(Unsafe_images_plugin)

It would be really nice to be able to a config file that
could have system wide filters, for example be able to
let whatever.com always be able to except images.

This would be convient for people in situations like ours
where we're trying to send out html emails to our user
base and they show up with the unsafe image warning.
