Army adjustment orders never fail, so the (success)
label isn't necessary. Plus it seems odd to say "X has
finished training (success)" -- if it hadn't finished
training, wouldn't you phrase it differently?

More generally, I'd make it clear that these are
orders, not outcomes. So (for example) instead of
saying "X moves to Y", you could say "X ordered to Y",
or, better yet, "A orders X to move to Y."
