[sleuthkit-users] Obtain court decision

Dear list,

I realize this may be a bit off-topic, but I was wondering if anyone could
give me advice on how to obtain a court decision in the US.

The decision in the case of Pennsylvania vs. Kevin Brian Dowling (see link
below) is interesting because it featured analysis of a video with
timestamps pertaining to (allegedly) a maladjusted clock. 

I was wondering if anyone could give me advice on how to obtain the original
decision in this case, which was made in 1998.
