Command line is for chumps!

Well, not really, but it shouldn't be our only way. In
fact, if we're supporting multiple programs per
instance of sleepit (as our more pressing feature
request asks for) it can get downright ugly. So let's
support a config file!

The config file must be able to grow. Endlessly
expandable. XML would be perfect except for the
readability nightmare. XML is acceptable, though.

Just as a note, the config file will eventually need to
support names instead of numbers for the modes. Also, a
more verbose argument syntax will be used soon after we
have basic config file support.
