We need to seperate out the Sections & Topics and instead have
our subject matter and data type concept used instead. This is
where stories start, so we should get it right here. We can use
the topic that users choose to get the appropriate nexus for
organization in the bin.

In some cases it makes total sense to pick a skin, like Ask Slashdot.

But we may want to make the skin optional; and/or we may want to
invite the submitter to pick 2 or more topics.

We have a couple of things here... we could probably solve this
"Correctly" by having Ask Slashdot be a data type... it has a unique data
fields, the asker of the question for example. Likewise Interviews has
    the interview victims.

These are unique from "Apple" because that is subject matter. The user
shouldn't pick the Apple Section... they should pick the apple topic... they
are submitting an Article (or for that matter, they might be submitting an
ask slashdot or book review or poll or interview). The point is that we're
going to get away from our old datatype/subject matter blur, and
    submit.pl is where we'll start.

When viewed in the submission bin, we'll need to figure out how best to
handle that... should Pudge get an Apple Ask Slashdot? Should Cliff?
Should the submission appear in both lists? (Thats probably the best
    bet).

Multiple topics would be great. Some users would go nuts adding all
their happy little topics, and thats cool... we'd want to make sure that
the code was smart enough to present the users with a complete list
tho... so if they added 'Data Storage' (which automatically includes its
parent, 'Hardware' and 'IT' or whatever) they wouldn't try to add the
parents seperately... choosing a child would overwrite the parent or
whatever. We'll make it look good next week ;)
