#59 Commonly-used topics more quickly add-able?

It might be interesting to try determining "commonly used topics"
programmatically and keeping them available in a popup menu,
maybe between the topics scroller and the four topic buttons. Just
a quick way to add a topic without having to go thru the javascript.

Maybe for any site with more than 50 stories and more than 20
topics, have the popup list the top 5 commonly chosen topics, in
order of common-ness? In the case of NewsForge there is an
obvious break between the most common and the rest, or maybe
the top 2, but it'd be easy enough to just always take the top 5.

12:03:52:roblimo: vroom, is there any way, at least, we can have
the "NewsVac" topic at the top of the window, save scrolling/
finding? It's by far the most commonly-used one.

    Pudge, in looking at this one I think you're probably best
    suited to handle it. The placement of the new UI elements
    suggested currently falls within a chunk of HTML generated
    in Slash::Admin::TopicTree. While I could probably get it
    to work, I think you likely can make much quicker work of
    it, and have a better understanding of all the state
    information that would need to be maintained with the
    Javascript.

    Yeah, I should work on this, but it is low priority. In fact, I'd rather it NOT
    be done until next week, since we'll be discussing other topic select
    modifications next week.

    This should be obsolete now, since you can quickly type a topic name and then
    + or = to add it to the list.
