#4 slashlinks are coded by section name

Our slashlinks are stored as:

<A HREF="__SLASHLINK__" sect="developers" sid="04/03/30/
1928234" sn="article" tid="185">

Either we need a lookup table to convert sect="developers" into
the proper skin/nexus, or the skins need that keyword too which I
was hoping to avoid.

    getSkin() will work just fine, since our skin names will be the same as
    the names of the corresponding sections.

    It would be nice to start *writing* skid=, while *reading* either that or
    sect=.

    This looks fine to me at this point. I don't see a need to change it to work
    with sect="". I changed the *writing* of SLASHLINK to use primaryskid
    instead of section in both discussions and stories, the rest seems fine.
