#106 Add variable to extend Top 10 Comments

On sites with very little comment activity, it is helpful to
keep the Top 10 comments box up for longer than one
day. This way, people who visit the page infrequently
will see that comments are available for viewing for a
longer period of time. I have my site set to look back
for comments in the past 10 days.

Attached is a patch, very simple -- just added a variable
so that the user can configure this for their own site.
Also added a line to /mysql/upgrades. The default value
is 1 day still, so the usual functionality should not be
impacted.

    I added this because it is simple, but it is not too useful, since top 10
    comments selects comments based on points, and we don't judge
    comments like that now (instead, each moderation is applied based on
    user's preferences). But if someone fixes top 10 comments, this would be
    useful, so in it goes.
