This patch replaces HTML tags with XHTML tags. Mostly this is a simple matter of changing the tag to lower case, but it also means closing empty elements.

This patch alone is not enough to make all the pages generated by slash validate as XHTML, primarily because users comments are not likely to validate.

What it does do is get slash closer to that goal.

There are also a few places where I've quoted elements which
should have been quoted but weren't.

Well, I dunno what we'll do about this. XHTML is not a big priority. And I hate all lower case tags. We'll have to come back to this.

We won't be making any more changes to the current MAIN branch, except for bug and security fixes. In bender, you can make any tags and any organization you want (in essence), so XHTML will not take a code change.
