Yes, this is mentioned in INSTALL. You need to do "make install
PREFIX=/etc" (or whatever is appropriate for your platform).
It might be useful to put a list of possible PREFIX values in INSTALL for
specific platforms; if someone wants to provide a list (even a partial
one), we can consider including it.
