absolutedir and rootdir NAME's have the same description. Is this an
oversight? If not, what is the difference between the two?

No, they do not.  At least, not in my data.

'absolutedir','http://www.example.com','Absolute base URL of site'
'rootdir',    '//www.example.com',     'Base URL of site'

I think it is kinda obvious.  One has the protocol, and one doesn't.  I
suppose I should add a little more.  Consider these:

'absolutedir','Absolute base URL of site; used for creating links external
to site'
'rootdir','Base URL of site; used for creating links on site itself, as
protocol is not specified'

'absolutedir' contains the http protocol and the base URL, whereas
'rootdir' contains the base url, but not the protocol, in the case you
might want https as opposed to http.
