I think it is kinda obvious. One has the protocol, and one doesn't. I
suppose I should add a little more. Consider these:
'absolutedir','Absolute base URL of site; used for creating links external
to site'
'rootdir','Base URL of site; used for creating links on site itself, as
protocol is not specified'
