I see lots of potential for abuse. There are other sites dedicated to that. Slash supports discussion well. I'd rather see features that aid discussion of stories. Being able to sort stories by geography sounds very cool. However, I don't see why the HTML filter couldn't be modified on a site-by-site basis. (One of the first things I want to do when I set up my site is change the allowed HTML.) You could just allow IMG tags or whatever. (The user doesn't upload but hosts them elsewhere.) It would be more work if you needed to restrict use of IMG to certain users, of course. But this is where I waver a bit, because I have thought it would be kind of cool to allow users to upload small icons/images to use as avatars. They'd have to be screened, like LiveJournal does (smaller than XxY, no more than Z kb), of course. So I'm not completely against uploading stuff, but I'd limit it to certain specifics.
