sections.pl is depricated. it doesn't work in the lastest slash,  
because the section-topics ( http://slash.lottadot.com/article.pl? 
sid=04/06/18/001233 ) move from sections to 'skins'.

OSTG guys - why is sections.pl even included anymore?

HMY, the solution is to

1) create a topic-nexus
2) add a skin by hand, by doing a sql_insert, that links the skin  
with that topic-nexus
3) restart httpd.
