[Slashcode-general] Help! What happened to moderation?

I've been getting a flood of email from my users that stories aren't getting
moderated.  After a quick check of the database, moderation hasn't been
given out since mid June.  Coincidently, the same time I upgraded the site
from Slash 1.0 to 2.0.  It seems to be going through the motions, but nobody
is getting mod access.  This is what moderatord.log shows:

Wed Sep 12 16:08:51 2001        First 5132 accounts available
Wed Sep 12 18:14:16 2001        9 becomes 54 tokens.
Wed Sep 12 18:14:17 2001        So the total token Pool=54

What's the problem!?
