to switch it on just alter the database. [i am not sure offhand which
table or field it is]. change the value for any users already in the db
and then set the default value so any new users automatically have it
turned on..


--to change the default value--

ALTER TABLE name_of_table ALTER COLUMN columnname
SET DEFAULT value_or_"string";
