I have never used INSERT.  If it works anything like INCLUDE/PROCESS (that
is, depending on the Provider), then that won't work.  The template object
for Slash::Display grabs templates from from the database, not the
filesystem.

You could try to put the text of that file into a template record in the
database, and see if that works.
