[Slashcode-general] Where are the users ... ?

I'm looking within the admin section of the newest code available 
currently via github (due to issues with the sourceforge git repository) 
...

I'm even having problesm finding this in the old code, but at least there, 
there was a link to 'Users' ... how does one list all users in the system, 
beyond doing a 'select * from users'?  Is there a way to send a 
notification to all the users via email?
