     Ok, more poking.  After adding a topic, I looked at the source of
the constructed New article page.  We have the following comment,
first place I see it;

     start template: ID 169, select;misc;default 

temple 169 looks ok.  It appears to be generating an ordered list of
topics.  The source of the resulting page just lacks my added topic.
It isn't even a case of bad HTML.  It just isn't there.  

     I've been tracking code in admin.pl.  Am I correct in thinking
that when I click New I end up in admin.pl in the editStory
subroutine?  Or is it someplace else?  I'm trying to find the code
where this templatr was called so I can see where it is getting it's
topic list.   Still learning here.
