For your new topic, are the proper sections checked on the
right?

Topics can be unique to sections, so if you've created a topic
and it doesn't belong to one of the sections on the main page,
then it WON'T show. This is by design. As a test, make sure
all sections on the right are checked, and then see if you can
see the topic.
