Ok, restarted apache which is set up to not do caching but may be
doing a little in memory. Also made sure slashd was running but
restarted it anyway. No joy. The New article page still does not see
the new topic I added, which is in the topics table in the database.
It does show the section I added. Something is still weird. Any
suggestions?
