Yep, that was me, and I have the basics of such a tool that I am willing
to share with someone (the tool). My version of Slash is a fork, but
this tool should be able to work for both.

A more general sql diff tool might be of interest for MySQL, but it
would need to be written in C.

Personally I think that plugins and the core do need versions, but that these should work like the perl ones and be more for "minimum" support.
