[Slashcode-development] A plugin for control slashcode services use/abuse

Hi!

I have the need to put all the limits in the submissions area to control
the speed and way submissions are sent to slashcode.

I think that the correct approach can be to have a plugin with the rules
that control the slashcode behaviour under some kind of possible service
abuse. What do you think about it? The name could be Slash::Laws ;-)
