There's nothing to do to move to CSS.  Just add it yourself in the
templates.  There are no plans to move the slashcode theme to CSS, and I
don't think there ever will be any such plans.  If you want to create a new
theme (from scratch, or based on the slashcode theme) then you could add
CSS to that.
