It seems that the difference is that siteadmin is not used, while
siteadmin_name is.  siteadmin_name is used for messages like "Please mail
<A HREF="mailto:[% constants.adminmail %]">[% constants.siteadmin_name
%]</A> if you have a problem logging in."
