We have talked about this internally... stories belonging to multiple
topics. Newsforge and a few other sites are in need of this,
so you will probably see it at some point in the near future.
What we have talked about is a primary topic  and then 
secondary section topics. 

So, I have the code in my head, but the interface is still somewhat
not very well established. Would you want to finish a story and then
get a list of secondary topics to select from?
