I agree.  "Overrated" is metamoderation done in moderation.  I wouldn't mind
changing it to a -0 "Disagree" so that moderators (who cannot reply lest
their moderations be undone) can still "comment" in this way.  If they want
to burn a mod point, let them go ahead.  But it shouldn't affect the post's
score.  The expanded view of moderations on the post would still show how
many disagreements there were, though.
