#47 filter defaults make friend's comments annoying

most of the time, i dont want to use my default filter
on my friends and fans journals because these just dont
have the high volume that produce the criteria that
initially motivated putting these filters in place..

Quite simply: just like the front page lets you browse
comments at your filter level or the uncut level:

So should there be this option when browsing your
friend's journal list.
