#40 Different Comment Viewing for Moderation

When Moderating I read comments differently than when I
am just regularly reading. It would be more convenient
to provide a separate set of comment preferences that
are active when you have moderation points assigned to
you. Thus when normally browsing stories I can read
comments at +3, but when moderating read at -1 without
having to alter my viewing preferences (either on the
prefs page, or individually for each story read).

Often requested, but not that easy to do. If someone
submitted a patch, I'd consider it, but we don't have time.
