users.pl?op=savemiscopts should go elsewhere; the misc options should be able to be spread around to other users.pl pages. Their templates could simply have sections at the bottom where the HTML can drop into place, but how to decide what goes where?

Yeah, this is lame, but there's been no call for more 'misc
options' since this came up. Maybe take this out altogether
and make our one option custom done for Slashdot's
op=edithome or something.
