#443 auto-fix fault spaces in hyperlinks

hyperlinks should have spaces externally, but not
internally immediately adjecent to the text they
enclose. Reader submissions frequently don't follow
this pattern. They have:

- no space externally: "... blah bleah bleat blarg<a
href="linky.linky">enclosed text</a>and unuthertheeng ..."

- needless space internally: "... blah bleah bleat
blarg <a href="linky.linky"> enclosed text </a> and
unuthertheeng ..."

- both: " ... blah bleah bleat blarg<a
href="linky.linky"> enclosed text </a>and unuthertheeng
..."

- weird combinations: " ... blah bleah bleat blarg <a
href="linky.linky"> enclosed text</a>and unuthertheeng ..."

The links themselves might be fine, but the spacing
wrecks things visually.

To my naive eyes, this looks like an easy thing to
automatically fix ... but only after all chances for
reader interaction (and "fixing" the fix) are past.

    simple to do, and would definitely save annoyance.
