#403 Performance stats in adminmail

I'd like to see adminmail send along stats of how long pages took
to deliver. We're gathering up those numbers, it's just silly not to
report them.

A var should give the preferred admin timezone offset if we don't
have that already. The report should look something like this (all
numbers made up; dunno what sf.net will do to an ascii table):

MEDIAN Morning Afternoon Evening Overnight
Index 1.33 1.67 1.05 0.85
Article 1.80 2.01 1.56 1.40
Search 2.05 3.15 2.10 1.85

90TH %ILE Morning Afternoon Evening Overnight
Index 2.33 2.67 2.05 1.85
Article 2.80 3.01 2.56 2.40
Search 3.05 4.15 3.10 2.85

The definitions should be something like this, for the timezone
given:

Morning = 8 AM - noon
Afternoon = 1 PM - 5 PM
Evening = 8 PM - 11 PM
Overnight = 11 PM - 8 AM

Each hour's stat should be taken from its most recent row in
stats_daily at the time these tables are built, going back a max of
24 hours (which probably means the Overnight stat will be
truncated).

The numbers for the median should be an arithmetic mean of all
the 50th-percentile numbers available for the hours in question.
The numbers for the 90th percentile should be an arithmetic mean
of all the 90th-percentile numbers available for the hours in
question.
