#317 Up-to-the-minute performance stats

Write a task that updates a var every minute with a
short text string describing site performance stats.
Then include that var in the admin footer right
underneath the list of authors.

The goal is so if the site feels slow or we get
complaints about it being slow, no one has to ask
everyone "hey, does the site feel slow to you?"

I'm picturing a string like this (all numbers invented):

"Minute Stats: nominal"
"Minute Stats: 10% slow (index 2.4s, comments 3.4s)"
"Minute Stats: 15% fast (index 1.8s, comments 2.5s)"

where "slow" and "fast" are as compared to the current
hour and weekday on previous weeks. So if today is
Tuesday at 20:05 GMT, the comparison is against the 20
hour medians in stats_daily for last Tuesday, the
Tuesday before that... maybe back 4 or 8 weeks with
highs and lows thrown away.
