#4446 Journal entry form does not respect post mode preference

The journal entry form does not respect my posting preference ("Plain Old Text"), but rather forces it to "HTML Formatted". The option is not present on the form itself, as it was on the old form.

I'd prefer that the option be present on the form itself. I nearly always use "Plain Old Text", but occasionally (as when I post some source code) I need a different format. The preferences value should be the default, but the option should be present on both the comment and journal entry forms.
