#4346 Sections absent as available topics on jrnls

The drop-down list of topics is incomplete for journals. Topics which are also sections (BSD, AskSlashdot, Hardware, etc) are not included on the drop-down menu, and there is no evident way for journal users to separately tag their entries with these topics to get around it.

Esp. since journal entries can be submitted as stories, this makes them less useful; someone cannot effectively label a journal entry (for instance) "AskSlashdot" in the hopes that people reading the journal might answer a certain question but also as a means of correctly labeling the entry as a submission.
