#4261 Comment submit button position causes premature submission

The "Preview" button is on the left of the first box displayed when editing a comment. However once a comment is previewed the "Submit" button is now on the left, with the "Continue Editing" button to its right.

Premature comment submissions would be reduced if the button that invokes the preview function stayed in the same place. I would therefore suggest that the positions of the "Continue Editing" and "Submit" buttons be swapped.
