#4223 mobile text address info popup issues

click [?]next to "mobile text address"

template is missing data for explanation, making the 'info popup' pop up immediately under the textbox. if you scroll down, to attempt to see if there is anything in the info-box-popup, then it sticks to the bottom of the window, mostly covering up the 'save' button.
