It's actually the opposite for me. If Beta Index is NOT on, then the state of the 'Show Tags' preference is ignored. If Beta Index is ON then 'Show Tags' behaves correctly.

Using the "simple design" and "low bandwidth" options for the front page of Slashdot, it is ignoring my setting to display tags also.
