When I access the General User Info, the pop-up that allows me to edit it is cropped at the bottom. I lose the vertical scroll bar, the bottom of the Bio field, and what I am assuming would be the confirm/apply/save button. The last prevents me from altering my user info.
I am running FireFox 3.0 on a windows XP laptop.

I am having the same basic problem, it seems to occur on all the pop-ups that need scroll bars.
I am using:
Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.9.0.1) Gecko/2008072820 Firefox/3.0.1
On Ubuntu 8.04.
I also get the same problem with IE (as well as firefox 3) on Vista.
With Opera/9.51 (X11; Linux i686; U; en) I can just barely see the top of the save button.
I can also work around this by running IE in wine(crossover office version), where I will get a new page instead of a pop-up.

I've seen this on Firefox 3.0.1, Firefox 2.0.0.14, Chrome 0.2.149.27, and IE 7.0.5730.13. The options menu doesn't seem to come up right for any of the options menus. I've seen the problem with the following:
User Info: General, Messages
Index: General, Slashboxes, Sections, Authors
Discussions: Posting, Viewing.
I have not seen the same type of options menu work correctly. However, some of the shorter ones (such as Sections) come up correctly if the window is big enough.
It seems like the issue has to do with differences in the calculation for the "bottom". There's one calculation done for where to draw the line and another for where the actual bottom is. From comparing the different browsers, it seems that the calculation for the bottom of the box uses the height of the entire browser window where as the calculation for where to draw the bottom of the box comes from the height of just the page (without the address bar, tab space etc.). That's just a guess. I haven't looked at any of the source code.
Bug "[ 2091996 ] Ads showing over preference pop-ups" also deals with the drawing of the settings boxes and may be related.

I'll confirm it for FF2.x, FF3.x, and Safari3.x on OS X 10.5.5.
Seriously ... from the comments it sounds like this affects all browsers on alll platforms, at least under certain conditions, and prevents people from altering their user information; how did such a bug make it to the production site? This needs to get fixed!

This issue seems to have been resolved.
I've tested it in Chrome (0.2.149.30), Firefox (3.0.3) and IE (7.0.5730.13). All showed the full options box and save button.
Note: I'm been using the beta (index2.pl) homepage. I don't know if that affects the help page but it might.
