#4150 'Overrated' harms karma when applied to 'Funny' comments

When comments on Slashdot are moderated up Funny, they provide no karma benefit. However if the same comment is then moderated overrated, it harms karma. I had neutral karma, posted a comment which was moderated up to +4 funny and then given an overrated moderation, and I ended up with bad karma.
