#4128 allow_anonymous var doesn't work

Hi -

Setting the allow_anonymous var from 1 to 0 has no effect (even after fully restarting slash). Anonymous comment posts are still allowed.

[my slash admin (Shane) configured the humanconf plugin to reduce the spam on our slashsite, which is a better solution than disallowing anonymous comments, but still, setting the var should work!]

I am not sure what could be the problem ... I use allow_anonymous = 1 on Slashdot, and = 0 on use.perl.org, and it all seems to work ...
