#4102 Slashdot ignores collapsed section preference

Description:
Despite preferences being set to show all sections of Slashdot in full, Slashdot still hides some sections.

Repro:
1) Log in to a Slashdot account
2) On the homepage, press "Customize" in the upper-right
3) Press "Sections"
4) Click the right-most radio button on the row labeled "All Sections" to indicate that you want to see the full story for all sections
5) Press "Save" to save selections
6) After the homepage reloads, certain sections are still collapsed.
