#4089 Scrollbar floating DIV is retained for unrelated DIV

On the Help & Preferences page, the two floating DIVs "General" and "Messages" share the same scrollbar despite being otherwise unrelated.

Steps to reproduce:
1) Log in to a Slashdot account and open Help and Preference page from main nav
2) Click "General" link under "User Info". A floating DIV appears with the General content
3) Move scrollbar halfway down the resulting floating DIV.
4) Close the General floating DIV by pressing the close icon in the upper right
5) Open the Messages floating DIV.

Actual behavior:
The Messages floating DIV is scrolled halfway down; the scrollbar position of where the General floating DIV was left at.

Expected behavior:
Since these two DIVs are unrelated, they should scroll independently of each other.
