#4021 <quote> tags don't work even if in the approvedtags var

Using latest or recent slash. It seems the <quote></quote> tags in comments don't work even if allowed.

Here's my approvedtags var:
b|i|p|br|a|ol|ul|li|dl|dt|dd|em|strong|tt|blockquote|div|ecode|quote

<quote> is there, but has no effect when used in a comment.

Note that I haven't added 'quote' in approvedtags manually, it was there by default.
