Despite the fact that the daily newsletter has a message header that claims the charset is "us-ascii" the newsletter occasionally has characters which are not part of that charset imbedded in the message. These appear to be stray, random characters and result in some mail readers to stop rendering the message (e.g. Outlook 2007).

If you are reading in Outlook 2007 (not in reader pane), then if you click the "Other Actions" icon, you can change the encoding to UTF-8
