#3917 comment control bar vert/horz shift

the "/" on the comment-control-box on slashdot - if you click it it's supposed to shift from vertical to horizontal, right? for me, if it's vertical, and i click it, it goes horizontal, to the top of the browser window. if i click it again, it disappears. if i scroll up (in the discussion i've been reading) i'll then find it at the top of the comment-bar. if i click it again, it _then_ goes back to vertical.
