#3907 New admin comment moderation allowed but fails

Hi,
Using the latest slashcode.

When an admin writes a comment on a story, the comment moderation box is shown, however, if this comment is moderated before submission, the moderation has no effect.

To solve this I foresee two possibilities: 1) admin comments can actually be moderated while being submitted or 2) remove the moderation box for the new comments template.

More information: this bug happen only when replying to another comment, not for new root-level comments.
